British Broadcasting Corporation Gaza Programme Considered a 'Major' Breach of Media Rules, Says Broadcasting Watchdog

The public service broadcaster was found to have committed a "major breach" of media regulations by not revealing that the narrator of a film about Gaza was the child of a Hamas representative, according to UK media regulator Ofcom.

An investigation by the broadcasting watchdog into the documentary titled Gaza: How to Survive a Warzone has found that the documentary was "substantially inaccurate".

The BBC's director general had earlier expressed regret, stating there had been "a serious error in relation to factual correctness".

Ofcom has instructed the corporation to transmit a prime-time announcement about its findings.

"Given this constitutes a serious breach of our regulations, we are ordering the corporation to broadcast a message of our conclusions against it on the BBC's second channel at 21:00, with a date to be confirmed," the statement read.

'Potential to Erode Credibility'

The authority's statement declared: "Our investigation determined that the film's omission to reveal that the narrator's father held a role in the Hamas-run authority was significantly deceptive.

"It meant that the viewers did not have critical information which may have been extremely pertinent to their assessment of the voice and the content he shared.

"Trust is at the heart of the connection between a media organization and its audience, especially for a national broadcasting corporation such as the BBC.

"This error had the possibility to damage the significantly high degrees of confidence that audiences would have put in a BBC factual programme about the Israel-Gaza war."

The film was withdrawn from the BBC's streaming service in last February after the narrator's familial connections emerged, and in the month of July an internal BBC review found it infringed the broadcaster's editorial guidelines on truthfulness.

A representative for the broadcaster said: "The authority's determination is in agreement with the results of Peter Johnston's review, that there was a major oversight in the film in relation to the corporation's content standards on accuracy, which aligns with Rule 2.2 of Ofcom's Broadcasting Code.

"We expressed regret for this and we comply with the regulator's ruling in full. We will adhere to the penalty as soon as the schedule and wording are confirmed."
